Celebrate the graduating Class of 2017! Join us for our Spring 2017 Commencement Ceremony on Saturday, May 6, 2017 at 10:00 am in the Mason Activity Center.

Traffic Notice: Because of a local 5K charity run, many roads in Langhorne Borough (about a mile north of campus) will be closed the morning of Saturday, May 7, including PA 213 and PA 413. The Cairn campus will be accessible on PA 413 from US 1, Business US 1, and I-95. Please plan your route accordingly.

Commencement Speaker: David Welker

This year’s commencement speaker is David Welker. Since 2012, Mr. Welker has served as the Director of Fraud, Waste, and Abuse of the Deepwater Horizon Economic and Property Settlement. The Deepwater Horizon Economic and Property Settlement is a multi-billion dollar, court-supervised settlement reached as a result of the oil spill in the Gulf of Mexico following the explosion of the Deepwater Horizon Oil Rig in April 2010.

Prior to working for Deepwater, Mr. Welker served as the Special Agent in Charge (SAC) of the FBI’s New Orleans Field Office, with oversight of all FBI operations in the State of Louisiana. He retired from the FBI on May 31, 2012.

Upon completion of training at the FBI Academy in Quantico, VA, he was assigned to the Detroit Field Office, Saginaw Resident Agency, where he conducted drug, violent crime, and civil rights investigations. In 1992, Mr. Welker was promoted to FBI Headquarters as a supervisor in the Colombian/Caribbean Drug Traffickers Unit and later in the Mexican Drug Traffickers Unit. In 1995, he was transferred to the Cincinnati Division as a field supervisor, where he managed the Organized Crime/Drug Program and Violent Crimes and Major Offenders Program.

In 2002, Mr. Welker was promoted to the position of Assistant Special Agent in Charge of the Tampa of the FBI Tampa Field Office, where he managed the National Security Programs. In 2006, Mr. Welker was promoted to the position of Inspector at FBI Headquarters where he conducted audits of FBI field offices as well as shooting reviews and management audits. Director Mueller appointed him as the SAC New Orleans Field Office in June 2008.

Mr. Welker began his law enforcement career with the Bristol Township Police Department where he attained the rank of Sergeant before joining the FBI.

Mr. David Welker graduated from Cairn University in 1977 with a BS in Bible (Pastoral Studies) and studied criminal justice in West Chester University’s Criminal Justice graduate program. Mr. Welker is married and has three sons.
